About this grant

The Fiscal Year (FY) 2026 Nonprofit Security Grant Program (NSGP) improves and increases the physical/cybersecurity and facility/target hardening of nonprofit organizations’ facilities at risk of a terrorist of other extremist attack, ultimately safeguarding the lives and property of the American people. The NSGP will improve and increase the physical/cybersecurity and facility/target hardening of nonprofit organizations’ facilities at risk of a terrorist of other extremist attack, ultimately safeguarding the lives and property of the American people. Concurrently, the NSGP will integrate the preparedness activities of nonprofit organizations that are at high risk of a terrorist or other extremist attack with broader state and local preparedness efforts.

How applications are judged

Selection is based on a two-stage review: State Review (SAA): Eligibility, location (NSGPUA vs NSGPS), completeness, and scoring of IJs using FEMA provided criteria. Ranking of applications by need and impact, using a standardized scoring matrix (Appendix D of NOFO). Submission of prioritized IJs totaling at least 150% of state or urban area allocation. Federal Review (FEMA): Eligibility, allowability of proposed projects, and security review. Final scoring uses SAA scores multiplied by organization type factors (3x for ideology based/spiritual/religious; 2x for secular medical/educational; 1x for others), plus bonus points for first-time recipients. Subapplications are funded in descending score order within each state/urban area until allocations are exhausted; ties favor first-time recipients, then SAA rank. Final selections are at the discretion of the Secretary of Homeland Security.

Fiscal year 2025: Nonprofit Security Grant Program (NSGP) funds supported: Installation of video assessment and security systems closed circuit television (CCTV) at nonprofit facilities. Purchase and installation of impact?resistant doors, gates, and shatter?resistant glass/film. Deployment of physical access control systems, barriers, bollards, and perimeter fencing. Fixed area lighting improvements around building perimeters and parking areas. Security-related planning, including emergency plans, evacuation/shelter?in?place plans, and security protocols.
