About this grant

The purpose of the Damage Prevention grants is to establish comprehensive state programs designed to prevent damage to underground pipelines in states that do not have such programs and to improve damage prevention programs in states that do. States are encouraged to implement the following nine elements of an effective damage prevention program: Element 1 ¿ Enhanced Communication between Operators and Excavators Element 2 ¿ Fostering Support and Partnership of all Stakeholders Element 3 ¿ Operator¿s Use of Performance Measures for Locators Element 4 ¿ Partnership in Employee Training Element 5 ¿ Partnership in Public Education Element 6 ¿ Enforcement Agencies¿ Role to Help Resolve Issues Element 7 ¿ Fair and Consistent Enforcement of the Law Element 8 ¿ Use of Technology to Improve the Locating Process Element 9 ¿ Data Analysis to Continually Improve Program Effectiveness

Who can apply, from the official notice

Eligible Applicants (Varies by Program) Any state authority (or municipality with respect to intrastate gas transportation) that is or will be responsible for preventing damage to underground pipeline facilities is eligible as long as 1) the state participates in the oversight of pipeline transportation pursuant to an annual 49 U.S.C. §60105 certification or 49 U.S.C. §60106 agreement in effect with the Pipeline and Hazardous Materials Safety Administration, and 2) is designated by the state's governor, in writing, as the eligible recipient of the grant funding.

Fiscal year 2017: Projects to improve state damage prevention programs will be funded and are anticipated to include enforcement, education and outreach, and other safety programs. Fiscal year 2018: For purchase an in-house (dedicated) server and develop a mobile application for the Excavation Center to promote effective excavation stakeholder communications. To support a damage prevention stakeholder conference to educate stakeholders. The project is to fund pipeline safety courses, provide 2019 licenses for the Learning Management System for 1,500 users, conduct statewide 811 public awareness campaigns, and prepare a mandated progress report for the Colorado State Legislature. (Elements 2, 4, 5, 7) To launch a pilot program exploring ways to add augmented reality images, or "experiences," to the ticket taking process.
