What it pays for

Performance Measures for FY 2025 THSGP are: 1. Percentage of high priority capabilities, as identified by Tribal Nations in their THIRA/SPR submissions, that are built or sustained prior to award closeout (25%). 2. Percentage of projects that address one or more capability gaps identified by Tribal Nations in their THIRA/SPR submissions (50%). 3. Percentage of projects that address one or more of the National Priority Areas (NPA) (10%).

How applications are judged

THSGP applications will be reviewed to ensure that the applicant meets all eligibility requirements, and that the application is complete. Eligible and complete applications are then reviewed based on the elements of the Investment Justification: Overview, Baseline, Project Management and Milestones, and Accomplishments and Impacts. FEMA headquarters Grants Management Specialists then conduct a financial review of the top scoring investments on allowability, 1. Allowability, allocability, and financial reasonableness of the proposed budget and investment information; and2. Whether the recipient meets the financial and legal requirements listed in 2 C.F.R. Part 200.

Examples of funded projects

Fiscal year 2025: Installation of secure fiber optic connectivity at a reservation police substation and educational facilities to enhance operational coordination, emergency communications, and intelligence sharing. Activities include engineering, route planning, procurement, installation, and hardening of networking infrastructure. Cybersecurity upgrades deploy advanced protections such as firewalls, intrusion detection, Zero Trust access, and secure identity verification. Secure communication terminals provide direct access to regional and federal systems. Law enforcement personnel receive training in secure system use and cybersecurity best practices.
