What it pays for
The Transit Security Grant Program (TSGP) provides funds to public transit agencies (which include intra-city bus, ferries and all forms of passenger rail) to protect critical surface transportation infrastructure and the traveling public from acts of terrorism and to increase the resilience of the transit infrastructure. Performance metrics for this program are related to enhancing cybersecurity and the protection of soft targets/crowded places, through investments in planning, training and awareness, equipment and capital projects, and exercises.
Who can apply
Applications are evaluated through a review process for adherence to programmatic guidelines and anticipated effectiveness of the proposed investments. Funds are then reimbursed in accordance with the terms and conditions of the award. Refer to the appropriate Notice of Funding Opportunity when available and posted on grants.gov for a complete description of the TSGP award procedures.
How applications are judged
The FY 2025 TSGP applications will be reviewed to ensure projects meet the requirements in accordance with the FY 2025 TSGP NOFO; focuses on security (vs. safety, crime, or general operations); links to one of more vulnerabilities in a recent Threat & Vulnerability Assessment (TVA); and will measurably buy-down risk based on its linkage to the TVA and the agency�s current security posture. DHS/FEMA headquarters grants management specialists will also conduct a financial review using the following criteria: allowability, allocability, and financial reasonableness of the proposed budget and investment information; and whether a recipient meets the financial and legal requirements listed in 2 C.F.R. Part 200 FEMA will review the highest scored applications.
