What it pays for

To identify international agricultural issues and problems and apply the most appropriate solutions in agricultural technical assistance and research. Implement capacity building projects that help U.S. trading partners understand and implement science-based international standards and practices. This includes conducting joint or coordinated research, extension, and teaching activities that address problems of significance to food and agriculture in support of the development of a viable and sustainable global agricultural system, the development of a viable and sustainable global agricultural system, antihunger and improved international nutrition efforts, and increased quantity, quality, and availability of food; and working with transitional and more advanced countries in food, agricultural, and related research, development, teaching, and extension (including providing technical assistance, training, and advice to persons from the countries engaged in the activities and the stationing of scientists and other specialists at national and international institutions in the countries)

State agricultural experiment stations, State cooperative extension services, all colleges and universities, other research or education institutions and organizations, Federal and private agencies and organizations, individuals, and any other organization, whether foreign or domestic. n.b. Individual Notices of Funding Opportunity may be made available to a subset of these organizations.

How applications are judged

Applicants will be evaluated on the extent and quality to which they demonstrate that they have the capabilities, staff, resources, and equipment to successfully perform the project. Scoring will also be based on the level of detail and how clearly the applicant�s capacities to address these factors are outlined in the proposal. Selection factors will be described in individual NOFOs, but generally include Technical Expertise and Experience, Overall Program Plan, Cost Effectiveness, and Quality of Submission.

Fiscal year 2022: In 2022, 102 awards were made, supporting projects that included technical assistance to international standard-setting bodies (ISSBs), national plant and animal health authorities, and genetic research to promote food safety in tree crops. Fiscal year 2023: In 2023, funded projects related to original and applied research in international trade, veterinary health, climate resilience, fertilizer and water use efficiency, international standard-setting, and biotechnology. Fiscal year 2024: In 2024, funded projects related to original and applied research in international trade, data analytics, regulatory harmonization, animal health, food safety, aquaculture, fertilizer use efficiency, and sustainable agriculture systems. Fiscal year 2025: In 2025, funded projects related to original and applied research in seed trade, biotechnology, fertilizer use efficiency, aquaculture, and sustainable agriculture systems.
