What it pays for
The USDA National Institute of Food and Agriculture (NIFA) with the Department of Defense�s (DoD) to support military-connected children and youths and to ensure that service members are able to focus on readiness and the mission. The objectives of these partnerships include fostering access to consistent and evidence informed programs and services, both on and off military installations, that encourage youth development.
How applications are judged
NIFA will evaluate applications using the evaluation criteria described in the Notice of Funding Opportunity.
In general, NIFA evaluates applications using a two-part process. First, NIFA screens each application to ensure that it meets the administrative requirements set forth in the Notice of Funding Opportunity. All administrative requirements must be met in order for the application to proceed to the next level of review. Second, a scientific peer-review process is used to technically evaluate applications that have met the administrative requirements using a review panel.

Examples of funded projects
Fiscal year 2025: The 4-H Military Partnership is a collaboration of military and LGU partners who, for more than 25 years, have intentionally integrated research-based programs and resources for military-connected youth, families, and communities to thrive. Goal: The program will increase partnerships and conduct targeted outreach that supports Military-connected youths of all ages living off or on Department of the Air Force (DAF) installations. Objective 1: K-State will develop a subaward competition for LGUs to enhance the DAF/4-HMP support for active-duty, Guard, and Reserve populations through 4-H camps, 4-H experiences and opportunities, and professional development for DAF professionals. Objective 2: The K-State project team will support the logistical needs of up to five DAF CYP Core Training Events. Objective 3: The K-State Principal Investigator (PI) for the award will attend NIFA-sponsored grant management meetings during the project's performance period. Sessions may be conducted virtually, with no more than one hosted in person.
