Per the McGovern-Dole program’s authorizing legislation, this funding opportunity is intended to improve food security, reduce the incidence of hunger, and improve literacy and primary education, particularly with respect to girls, through the procurement of U.S. agricultural commodities, plus the provision of financial and technical assistance. All McGovern-Dole projects provide school feeding through a combination of predominantly U.S.-provided and some locally and regionally procured commodities and address the two strategic program objectives 1) Improved Literacy of School-Aged Children, and 2) Increased Use of Health, Nutrition and Dietary Practices. McGovern-Dole projects may also provide some context-specific complementary activities that support these program objectives, including support for maternal, infant, and child nutrition.
In addition, McGovern-Dole projects need to represent America First objectives, including a strong focus on providing U.S. agricultural commodities purchased from American Farmers; clear oversight and monitoring of activities to reduce fraud, waste, and abuse; and realistic strategies to graduate project activities and have a sustainable lasting impact after USDA McGovern-Dole support ends.

How applications are judged
Applicants will be evaluated based on the extent and quality to which they demonstrate that they have the capabilities, staff, and resources to successfully perform the project, as well as the quality of their demonstration. FAS will use these criteria to evaluate the content provided by Applicants' submissions and award points using the point system specified in the Notice of Funding Opportunity. FAS may invite comments from other USG agencies on its award recommendations, but FAS will make the final determination on which applications to accept.

Fiscal year 2019: $0
Fiscal year 2022: In FY 2022, USDA awarded eight McGovern-Dole agreements to support school nutrition programming in Burundi, Cambodia, Gambia, Lesotho, Madagascar, Mauritania, Tanzania and Timor Leste.
Fiscal year 2023: In 2023, six awards were issued to support school meals, primary education, and nutrition activities in Haiti, Mozambique, Nepal, Nicaragua, Sri Lanka and Togo.
Fiscal year 2024: In 2024, nine awards were issued to support school meals, primary education, and nutrition activities in Angola, Bangladesh, El Salvador, Ethiopia, Guatemala, Guinea-Bissau, Laos, Malawi, and Rwanda.
Fiscal year 2025: In 2024, six awards were issued to support school meals, primary education, and nutrition activities in Benin, Honduras, Mozambique, Pakistan, and Senegal.
