About this grant

The Indian Housing Block Grant Competitive Program (IHBG-COMP) provides competitive grant opportunities to eligible IHBG formula recipients under the Native American Housing Assistance and Self-Determination Act (NAHASDA) to carry out eligible affordable housing activities for the benefit of low-income Tribal families.

Eligibility (from the notice)

Indian tribes, as defined under Section 4(13) of NAHASDA that are allocated IHBG Formula funding.For Native Alaskan Tribes only: Pursuant to the General Provisions in the annual appropriations Act, only Native Alaskan Indian Housing Block Grant recipients that received IHBG grants in Fiscal Year 2005 are eligible to apply directly for funding under this NOFO. Native Alaskan Tribes that are required to designate a Tribally Designated Housing Entity (TDHE) in Alaska for their IHBG formula program may not apply directly for funding under this competition. Native Alaskan Tribes that choose to, but are not required to, designate a TDHE in Alaska for its IHBG formula program may apply for IHBG competitive funds directly.Tribally Designated Housing Entities (TDHE), as defined under Section 4(22) of NAHASDA, that have ever been allocated IHBG formula funding. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.

How applications are judged

IHBG funds must be used in accordance with the affordable housing activities established in section 202 of NAHASDA. Some of the eligible activities include housing development, operating and modernization of existing housing, housing services to eligible families and individuals, housing management services, crime prevention and safety activities, and model activities that provide creative approaches to solving affordable housing problems in Indian Country.

Examples of funded projects

Fiscal Year2018: Citizen Potawatomi Nation (Oklahoma): The Citizen Potawatomi Nation (CPN) carried out a very successful IHBG-funded affordable housing project that incorporated residential geothermal heat pumps for low-income tribal houses for vulnerable elderly tribal members. CPN�s early investments in geothermal, energy efficiency, and solar PV power have decreased the Tribe�s operating and maintenance costs leading to the financial flexibility necessary to develop creative, affordable housing units for their vulnerable aging community. Squamish Tribe (Washington): The Squamish Tribe used IHBG funds to develop its Woolly Dog Project. The project entails the construction of 12 homes, seven homes which have been completed and are occupied by families, and another five that are currently under construction. Sault Ste. Marie Tribe of Chippewa Indians (Michigan): The Sault Ste. Marie Tribe of Chippewa Indians recently held a ribbon cutting ceremony to open the Shirley Goudreau Elder Housing Complex.
