About this grant

The Fiscal Year (FY) 2026 Homeland Security Grant Program (HSGP) strengthens the nation's capacity to prevent, prepare for, protect against, and respond to acts of terrorism and other catastrophic events through the following three components: the State Homeland Security Grant Program (SHSP), the Urban Area Security Initiative (UASI), and Operation Stonegarden (OPSG). SHSP supports the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets. UASI focuses on high-risk Urban Area efforts to address their unique security needs. OPSG enhances cooperation and coordination among state, local, tribal, territorial, and federal law enforcement agencies to jointly enhance security along the United States land and water borders.

Examples of funded projects

Fiscal year 2025: The Regional Preparedness System in the National Capital Region supports emergency management planning, training and exercise functions for all hazards throughout the region by providing staff and contractual resources to complete designated high priority planning efforts, providing training, and executing exercises for public safety stakeholders. This project represents the portion of the overall regional program that is dedicated to supporting efforts relating to protecting soft targets and crowded places. This includes performing facility safety and resilience assessments for high population crowded public facilities such as schools, office buildings, and other gathering locations, and making recommendations for security enhancements. Training and education for facility operators on risks and threats. Exercises to prepare public safety stakeholders and facility owners/operators to respond to the consequence of an attack on these soft targets and crowded places will make them better prepared to respond in the event of an actual attack.
