What it pays for

The Title V State Sexual Risk Avoidance Education (SRAE) Program funds projects that provide prevention education to youth to support healthy decision making that leads to the avoidance of non-marital sex and other risky behaviors. Recipients are represented in all federal regions and several U.S. territories.

Who can apply

Fifty-nine (59) entities are eligible, including all 50 states, the District of Columbia, Puerto Rico, U.S. Virgin Islands, Guam, American Samoa, Commonwealth of the Northern Mariana Islands, Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.

How applications are judged

Title V State SRAE programs are required to develop and implement education that normalizes the optimal health behavior of avoiding non-marital sexual activity. For FY2023 and FY2024 funds allotted to States and Territories, ACF advised States and Territories of the funding opportunity through a Notice of Funding Opportunity. Applications were rated Approved or Approved with Conditions by Program Administrators. States that received an Approved rating were awarded grants without a requirement to submit additional information. States submitting state plans that were Approved with Conditions" received awards with a request to submit documentation to address areas of weakness as noted in the review process. There were 36 Title V State SRAE awards issued in FY 2024 and FY 2025.
