About this grant

The Coordinated Tribal Assistance Solicitation (CTAS) responds to tribal leaders’ requests to improve and simplify the DOJ grant-making process. Since fiscal year (FY) 2010, DOJ has combined many of its tribal government-specific competitive funding opportunities into one notice of funding opportunity (NOFO) and requires only one application from each tribe or tribal consortium under CTAS. This approach provides federally recognized tribes and tribal consortia the opportunity to develop a comprehensive approach to public safety and victimization issues. The FY 2026 CTAS NOFO refers to the DOJ’s tribal government-specific competitive grant programs as purpose areas (PA). Applicants may select the PA(s) that best address their tribe’s concerns related to public safety, criminal and juvenile justice, substance use related crime(s) and access to treatment and recovery support, including Tribal healing to wellness courts, and the needs of victims and survivors of domestic violence, sexual assault, dating violence, and stalking. The DOJ components offering tribal government grant resources through this NOFO are listed below. Applicants should refer to the PA-specific information on focus areas, funding priorities, and allowable and unallowable costs to inform the development of their project design.

Public Safety Partnership and Community Policing Grants — COPS Office

How applications are judged

General criteria for selecting proposals are set forth in the Violent Crime Control and Law Enforcement Act of 1994, Public Law 103-322. Additional criteria may be developed by the Office of Community Oriented Policing Services and will be published in COPS application materials.

Matching requirements

This program has no statutory formula. There is no local match requirement for CHP (FY 2010 and FY 2011 only) Anti-Heroin Task Force, CAGI, CAMP, CSPP, Tech, Meth, SSI, CPD, CRI-TA, TRGP-Hiring, TRGP-E/T and Tribal Meth. UHP and Tech recipients (FY 2007 Tech recipients only) must contribute at least 25 percent of allowable project costs, unless a local match waiver is approved by the COPS Office (42 USC 379dd(g)). SOS recipients must contribute at least 50 percent of allowable project costs (42 USC 3797a(d)). FY 2012 to FY 2015, CHP recipients must contribute a minimum of 25 percent of the allowable project costs, unless a local match waiver is approved by the COPS Office.
